Delfino Beltran was a cement worker whose job included performing concrete work at great heights while repairing the Bay St. Louis Bridge near Gulfport Mississippi. These dangerous shortcuts resulted in the collapse of a cement bridge column during its construction. Delfino died trapped under the collapsed column and in the Bay of St. Louis waters.
